is there any way to adjust the clutch pedal height on a 94 wrangler

You could try bleeding the clutch, when i did this with mine it changed how far the pedal needed to be depressed to engage the clutch, and it didn't need to be depressed as far. Hope this Helps

thanks i will try bleeding the clutch and see if that helps
